River Lakes Area Concept Plan

The southern end of the Whitefish River Trail has evolved over time into a hub for community activities, including youth sports at Smith Fields, senior living at The Springs, and expanding residential neighborhoods like The Lakes, Monterra, and Alta Vista. Additionally, health services are growing in and around Logan Health–Whitefish. North Valley Music School has completed construction on its new facility in the heart of this neighborhood, and The Springs has received approval for a large expansion, adding 124 independent senior living apartments to their existing facility which includes 76 apartments. These new developments in this area of our trails network highlight the increasing need to complete a safe multi-use path from City Beach through town to Highway 40. The River Lakes Park (a city park) is currently undeveloped but is expected to become a specially designed hub of activity for seniors and individuals with cognitive and mobility impairments.


Safe Trails Whitefish Initiative is working with stakeholders in this area to envision a park and trail system that will deliver lasting community and economic benefits by expanding access to safe, inclusive, and connected outdoor recreation in Whitefish. The park and trail connections will provide a car-free route for youth and families traveling to and from sports facilities, improving safety while encouraging active transportation. It will preserve the only remaining vehicle-free area adjacent to The Springs, which is essential for residents who are sensitive to traffic and rely on calm, pedestrian-only environments for their well-being. By linking City Beach, Smith Fields, and nearby neighborhoods, the project strengthens connections to the Whitefish Trail and future regional trail systems, advancing long-standing community goals.


Thoughtful park design will create a welcoming outdoor space that supports physical activity, emotional well-being, and social connection for older adults, young families, and people living with physical or cognitive impairments. In addition to the park design, the plan will include recommendations for safer and universally-accessible sidewalks, paths, and road-crossing improvements in order to connect existing sidewalks and amenities to the larger city trail system.
